Territories are assigned by the Sales Ops team. They have their formula for determining what is a viable territory. But what they derive from their data is not the reality of the patch. You can get stuck in a bad situation, from which, there is no extraction other than quitting or making a lateral move that has no assurance you'll be dealt a better hand from Sales Ops.
