HR is pennywise pound foolish. Options for growth are extremely limited unless you network within the company and know the right people. Same group of people get moved around, not internal job postings. Example: A training manager was moved to a quality manager, without any knowledge of what that position entails. Six sigma certification, process improvement, lean management? Nope.
