Too many layers of management, which makes growth opportunities difficult. Layoffs do not properly affect "soft spots", teams are hit rather than individually selecting low-performing engineers from all departments. Performance rating is determined by forcing all engineers into a bell-curve ranking, with a fixed amount of above average ratings allowed-this allows politics to affect the rating system. Some non-engineers can receive an average rating (3 out or 5), yet get no raise. Association is very weak when dealing with company management for periodic contract renewal. Some managers are much less flexible with work schedules than others, even compared with other managers in the same department..
