Often all are spread too thin, It's always the 'German' way, or nothing, and the business model does not fit or apply most often in the US. Projects are poorly estimated and are destined to fail from both a budget and timeline perspective. Nobody pays attention to requests for help. and management fails to support project teams despite effective project management.
