You can get dev listed at any time by your manager without any warning. There are quotas for performance management and even firing "underperformers" or making them quit, say 6% per year. You have almost no shot at making a case for yourself and whatever your manager says is taken as truth. Even if you exit the dev or performance improvement plans, your rating may be fixed for a year and your job is not safe anymore.
