The bureaucracy raises to the level of taking you all the will to improve anything in your daily job. Changes take months and obvious underperforming behaviors are tolerated for the sake of "good environment", which is mostly based in not telling your co-workers what you really feel about their input in their job, because the may feel bad about not reaching a *minimum* quality throught months without any action of improvement.
