Many years of push for volume rather than quality&impact in professional services put that organization in the current downward path: you can't switch from quantity to quality overnight by just writing a new mission for the organization; especially when PS managers had no training metrics connected to the variable pay for over a decade. Lacks a proper management and delegation culture. Throwing individuals into a pool full of sharks with no warning and no tools doesn't qualify as "empowering" people.
