The trick was to know what answer management was looking for and go thorugh the motions of subjectivly evaluating a problem. Group Think was prevalent. More effort is extended in making each other look good than solving problems. The only acceptable solutions to problems were free or to push the issue into someone elses budget. Decision making was slowly being outsourced.
