They let the incapable be managers, the capables remain as rep. After working many years, they are not promoted despite they have proven themselves or have the capabilities to manage. They rather hire some outsiders with inferior qualifications to lead than to internally promote. The good ones who join will leave in a month or two, they saw no future. Only clueless and incapable ones might extend their stay.
