Top management is very green-thinking and safety-oriented, but some divisions get by doing the minimal.

SMT has gone through many restructuring(Step Changes) and top management has little or no knowledge of what's going on at the employee level. For many, responsibilities were never redefined by their front line managers causing chaos and high turnover. Little or no employees' development. Management team at Scranton has reached their golden time and everything is status-quo for them while waiting for their retirement.
