Leadership lacked direction and consistency, resulting in confusion and low motivation within teams. 6. Overall management culture did not reflect best practices in people management or compliance. 7. There appeared to be a management strategy of minimizing professional hiring by replacing full-time roles with interns, while assigning them responsibilities equivalent to permanent staff.
