Excellent benefits package, nice working environment (not a county building), business casual dress code, option for a 9/80 work schedule

Because employment is not at-will, it makes it easy for people to come to work and do nothing while others end up overworked picking up the slack for the slugs. It's frustrating. There is also no incentive system in place to reward anything over and above. Nothing can be paid for out of public funds. Only if your supervisor is personally generous do you get special things like snacks or lunch as a reward.
