Program leads are forced to operate semi-autonomously because policy and feedback from Deputy and Executive Director take too long to be actionable. As of May 2024, this problem has continued for 8 months and threatens to grow worse - A global organization will make decisions that do not always make sense on the granular, local level, often creating dysfunction where there was none.
