There are almost no opportunities for growth or learning, so it's a good place to work if you're near retirement, but not when you're building your career. It's heavily bureaucratic and getting any decision made within a reasonable amount of time, even for large organizations, is nearly impossible. Because most of the Directors have been there for decades, there isn't much enthusiasm for innovation, in fact, if you suggest it, you get branded as someone who's rocking the boat. Most of the HR folks are unhappy with their jobs and their managers, but it's too comfortable to leave, which is why you'll see a ton of movement between teams... to get away from one toxic environment just to find out the other HR team is even worse.
