Sr Management doesn't listen to the sharp people. Paying employees below market rate is seen as a cost savings measure. Good ol' boy system of management. Sr Management often sends out mass threatening emails, then breaks rules themselves and tells the good ol' boys to break rules. Not clear how to advance in company aside from good ol' boy system. They often treat everyone like they are a step below their job. Technicians are treated like operators. Engineers are treated like Technicians. Program Managers are treated like Engineers. Directors are Program Managers. Profit sharing doesn't happen.
