In San Diego, a switch in enterprise systems has resulted in a complete breakdown of financial tracking and management: the company cannot provide managers with reliable data on run rates on expense line items, so managing costs and developing budgets that support company goals is not possible--the outlook for a company that cannot manage its costs is not good.
