They always have worked hard to keep talented individuals with the company even if it means putting them on overhead while waiting for a position to open. The culture is positive with incentives for self improvement as well as other career progression opportunities to further ones marketability and also customer satisfaction.

Some divisions are more up to speed then others and obviously this goes down to the specific manager capabilities which in my experience does vary depending on which program you are with.
