Good pay for the locations, fairly recession resistant, hard to get fired.

In the name of "Fairness" they are unable or maybe unwilling to pay high performers too much different than the poor performers. HR does not recognize understand that all employees are not plug and play and that people with unique backgrounds bring more to the table.
