staff shortages, high turnover, people terminated regularly. keep your head down, don't make friends, don't make waves or you will be terminated eventually for something. middle management is Jim Jones like. lots of hoops to jump through to get anything done. everything requires an electronic record called a footprint... you do not want to work at this place. its scary.
