Environmental Incentives struggles with project management and business development. As a result, staff suffer. There is consistently confusion on project roles and the project approach. As a result, projects are routinely over budget. Further, some senior staff refuse to take responsibility for the clear issues with project management. These staff continue to be promoted despite poor performance. These same senior staff continue to fail at business development and repeatedly hire at the wrong time. As a result, staff are let go or shuffled to other managers because there isn't enough work. This issue is made worse by the fact that junior staff are blamed for not meeting utilization targets even though there isn't enough work for them to do because of the poor decisions by senior staff.
