I can not complain about the salary or benefits, they are very good.

Upward movement is limited, and some departments are automatic, while others need to apply for promotions. Managers or Directors do not know how to prioritize or work with all their staff. If it's their priority, then that is the employee that gets stuff done. For those employees that are not on the priority list items can take years to be completed or looked upon as though they don't get work done. Although they like to claim they are a team EMWD is very "clicky."
