HR & finance functions still live in the pre-liberalization India of the 70s and 80s, when 'war for talent' was unheard of and having a job, any job, was considered to be a blessing. Too many people with this mindset are in key positions in HR and Finance, leading to constant dissatisfaction and attrition. Increments (both annual and with promotions) are not just insufficient, they are offensive.
