Management has realised that the high turnover is a problem and is trying to do something about it. Turnover is slowing. DevTech is a good short term option/ starting point.

Morale is low as employees feel that their opinions are not appreciate nor valued. The approach to problems is typically avoidance and hope that they will go away if ignored. Management is inconsistent in their approaches with their favorites able to get what they want whereas others have to try much harder.
