      Pros

      CERM has a lot of contracts with local governments as contractors and sub-contractors. There is a lot of work to do. The executive leadership is strong.

      The executive leadership is overworked by both rainmaking AND managing the bottom levels of the worker pyramid. The middle management team is weak or nonexistent. There is no communication between the high-level employees and low-level employees. Many workers go out into the field unprepared or untrained for the work they are doing, putting lives at risk.
