This depends on department - but management would rarely communicate changes until they'd tell you if you're doing things wrong. They'd point out the changes that were made but then I'd let them know they never communicated those changes. Many programs and a lot of the work is being sent offshore and then management will wonder why your production is struggling and your metrics aren't as good as they used to be. They'll tell you not to worry about the expansion of offshore work and that it won't impact your job, then they'll go lay off half of your department and other departments because that work was sent offshore. Also, if you're trying to apply to different departments, management will tell you to stop applying because there's no training available to anyone who would replace you. So you're stuck, and you'll find out your boss told HR that you can't be replaced in your current position so promotions won't happen.
