A professional development in the company to other roles is hardly possible from renewals, prohibited by middle management. Many complaints to HR about this situation haven't made any changes. HR doesn't seem to have much decision power compared to managers who have been in their role over 10 years. Questioning how things are handled is seen as being negative. The work atmosphere is not collaborative with other teams. People don't want to say anything in the meetings for fear of being reprimanded.
