Specialists are blamed if the outcome/result does not 100% match management unspoken expectation, even if the outcome is due to an objective limitation of a system or internal process. Otherwise said, outcomes must match what management already knows, never reveal anything objective or show any initiative. Work is expected to be done using the tools prefered by management, in the way management imagines it, usually in a repetitive way that does not allow verification.
