There are a number of courses provided by Capital one university to ensure that the employees know how to get along with one another. There is extreme fairness in year-end evaluations and promotions. It takes a good 40 hours every year-end to perform all of the evaluations and cross-calibrations to make sure everyone is assessed fairly in relation to their peers.

Therefore, SME employees in the department must "pitch" their ideas for projects to management, progressing slowly along a long learning curve for the manager.
