The Institute in Berlin functions as a backoffice and research support for understaffed projects (due to high client fees). You have no say about which projects you'll be working on. You'll be staffed whatever client pays for. Don't be surprised if you'll be sold as expert on a particular topic, citing past projects that never happened. The pressure to sell new projects at all cost is very high, so the managers have no choice.
