People on notice period are moved to other projects to give onsites. You should be good on playing your resign card to get onsite ;) - HR is puppet in hands of manager - Quality meetings are very funny. It's all manipulation of records with mutual consensus. Quite obvious that they got CMMI level 5 rating :)
