Leading to lay offs and general anxiety around job security - Trying to get an internal promotion was a chore, eventually led to looking elsewhere. The main issue is due to budgets being controlled at such a level that employees become numbers and not humans. Leading to lots of leavers and more expensive hires, losing lots of good talent.
