The fellow employees are hard workers and great to work with.

Government contracting makes for ups and downs of work availability. There are a lot of work silos and collaboration is thus stunted. Work culture is that you work until the job is done. When a product is going online everyone has to work 80-90 hour weeks. But the current policy is to take your vacation time away at the end of the year. So if you can't take your PTO you actually lose it. Pay raises are not automatic or based on annual reviews (which are not done). Many employees have been at the company over three years with no review and no raise.
