Target is constantly churning its employees, encouraging them to find new jobs when they are actually good at the job they do. They also have a habit of fetishizing Merchant experience and reward those with Merchant experience with Leadership roles where Merchant skills aren't important. Target also has unshakeable faith in Target, despite clear evidence it doesn't always know best and it is quite poor in reflecting on what went wrong (because nothing every goes wrong!).
